He was enrolled as an Advocate on 8 August 1960 and commenced legal practice at Eluru, West Godavari District.
In April 1971, Sri V. V. Raghavan joined government service as an Assistant Public Prosecutor.
He subsequently entered the Judicial Service and was appointed as a District Munsif-Magistrate, presently designated as Junior Civil Judge. During his judicial career, he was promoted as Subordinate Judge, presently designated as Senior Civil Judge, and thereafter elevated to the Super Time Scale.
He served in several judicial capacities and acquired extensive experience in civil, commercial, property, revenue, labour, and related disputes.
He retired from judicial service on 31 July 1999 as the Chief Judge, City Civil Court, Hyderabad, after rendering distinguished judicial service.
He also served as a Judge of the Fast Track Courts and contributed to the expeditious adjudication and disposal of cases.
Sri V. V. Raghavan served as Chairman of the Industrial Tribunal for six years.
During his tenure, he adjudicated complex industrial and labour disputes involving employers, employees, trade unions, service conditions, industrial relations, statutory obligations, and related questions of law and fact.
Sri V. V. Raghavan holds a Diploma in Arbitration and Conciliation from NALSAR University of Law, undertaken in association with the International Centre for Alternative Dispute Resolution, Hyderabad.
